I'm confused on how to edit Config.dat files on HxD

So I want to make a Captain Falcon clone for Brawl and I began following this guide to adding characters to super smash bros brawl, everything was going pretty smooth until I got to the point where I have to edit the config.dat files. I am having trouble understanding what I'm supposed to be editing as I can't find the offsets that are displayed on the guide on HxD. Every time I feel like I am doing something right, I always end up feeling like I am not doing any of this correctly. Any ideas?
