If you install the North American PM on a PAL console does it work?

You can't use Project M with a PAL version of Brawl (though a PAL release is planned for the future, with no definite release date as of yet). To use Project M on a PAL console, you must softmod the console so that it can USB load or SD load an NTSC copy of Brawl, and then use the Homebrew version of PM with that.

There are several gudies on softmodding a Wii, which you can find easily. It takes a while, but so long as you follow the instructions correctly then it's easy and you aren't at any risk of bricking or otherwise damaging your Wii.

but not a pal version of Brawl game. So Your Pal Console will have to be region free or hacked...
