I'm not sure, but i can tell you one thing.
at level 100, my jolly weavile has 382 out of a 383 max speed, and EVERY weavile outspeeeds him.
for tips, you should have a choicescarfer, focus sasher/lumberry, and one stat booster.

if you want to be cheap, breloom with choice scarf spore may work
