I see a lot of posts, on this site and otherwise, about how allowing Equipment in tournament would destroy game balance. And it does have the potential to do so. But only if we just blindly allow everything.
Let's just make rules. Regulate custom equipment. Just like how we say "official" tournament Melee is played with 4 stocks, in 8 minutes, on certain stages.
Personally, I'm all for customs in tournament, because it adds both depth and options to the metagame. And yes, I do understand why some of us don't want it (having to actually unlock them being a huge time sink, making sure of XYZ and all this stuff that's a hassle for the TO). Fine. Let's just pretend that we're having a Customs-allowed bracket alongside the regular vanilla bracket. 3DS only so everyone has equipment and specials unlocked for their character(s).

The base of this rule set is the idea of maximums, both in terms of total Stat increase and individual Stat increase. In my case, I'd say the total base Stat increase cannot exceed 75, and no single Stat can be increased more than thirty. So Speed +28, Attack +19, Defense +28, cool. Everything +25, good. Speed/Attack+25, Defense +26? No. Everything+30? No.
Next, have equipment with added effects alter the maximums. A bonus that effects a specific Stat (for example, Speed Skater is obviously speed-based; Air Attacker is attack-based) reduce that stat's maximum bonus. You want Sprinter effect? Okay, but your speed can't go over +5 now (Sprinter increases you land speed by 30%, which according to a calculation somewhere on this site is about equivalent to a +21 bonus).
Want the Shield Exploder ability? No, that's banned. But say you want Air Defender. Your Defense increase can't be more than 20.
More general bonus effects (leaper, etc.) would just decrease the total maximum bonus.
Of course, things can still be banned. Off the top of my head, I see anything with a healing effect, and Shield Exploder, as above.
So how does it look? It's still in a rough stage, and I suppose the numbers would need a bit of tweaking. So... Tweak away?
