Toon Link has short legs, and it's weird to see him kick like that (specially with those clothes), which i'm sure it was why he got a different Nair and Bair than Link (and Y.Link), considering they changed nothing else... (except maybe his throws, i never memorize those)
So, while the hitboxes and such could and should stay the same, i suggest a change in the animation. My idea is for him to do something similar to the "Sweep Cutter" move that Kirby has with the cutter ability in some of his later games.

He also does something similar as Sword Kirby, but unlike the Sweep Cutter, the move wasn't highlighted in the spirte sheet, so it's easier to point it out here. If you are interested, you can see the Sword version here:

It's at the very bottom of the page, and as you may observe, he holds it at a slight angle instead of straight ahead, so i think that the Sweep Cutter might be a better base for it.
