to unlock baby luigi, you must unlock 8 expert ghost datas in time trials, am i correct???

well what the heck does this mean!?!?!?!? what is the expert ghost data thing and how is it unlocked? because i really want baby luigi. and funky kong, and everyone else you unlock by doing so. please help.
