I need help with Dolphin Netplay Error.

I've been looking around, but there isn't any real solution to this problem on other forums, even Reddit and the Dolphin website have no fixes. What happens is when I attempt to host an session of netplay, I get this error:

Failed to listen. Is another instance of the Netplay server running?

Even though I have no instances of Dolphin running, and have completely uninstalled and reinstalled Dolphin to make sure of this. I have Netplay set to traversal. My version of Dolphin is 4.0-6554, the same version used on smashladder.com.
When I try to connect to a hosted game, nothing happens and I don't connect. (Which I assume is a result of the previous error.)

People claim it's a router issue or that the "port is in use" but I can't simply replace my router like they did, nor do I know how to use a different port. Is there anyway to fix this?
