Frame data says, Invincible: 1-26. Does this mean the hitbox lasts for 26 frames starting on frame 1? Secondly, does this mean Jiggs is totally invulnerable to any attack during frames 1 through 26?

The hitbox starts on frame one and only hits on frame one.
But yes, you are completely invulnerable to any attack from frames 1 to 26.
Character hitboxes show up as blue in the frame data to denote that you are invulnerable for those frames. Random trivia, Puff's only other attack-based invincibility frames are in dsmash and turns during rollout.

20xx, it's part of a wii hack. or some dolphin computer ****.

Melee's debug mode.
You can also access it in 20XX by holding Y and pressing Right on the Dpad in-game.
