You never know....look what they did with Captain Falcon! The Captain Falcon anime came out later than SSB and SSBM, so I'm pretty sure they just made up his moveset and it's not so unlikely that they'll do it with other characters.
No, you don't understand like many on the boards, C. Falcon (like fox) may not have been seen actually fighting so you'd think Sakurai had made hius moves completely up but that however is not the case. C. Falcon's move are based off the vehicle he drives (at least the B attack's)
Falcon punch represents an F-Zero vehicle crashing (sakurai just prettied it up)
Raptor boost represents a sudden speed boost
Falcon Dive represents the F-Zero car going of a ramp (This is really a stretch)
Falcon Kick represents the spin attack that F-Zero cars can do
I know this might sound like a stretch but this is true. That explains Falcon's (as well as Fox's extreme speed. Sakurai could do the same with Andy giving him a rocket launcher to represent the tank, a flyer to represent the planes, as well as other weapons to represent other aspects of Advanced wars
