i am trying to make an accurate tournament viabilty tier list

i know i like low tier characters but i am trying to make a tier list that does not reflect my personal opinion or my casual gameplay experience
here's what i can come up with so far
s (top and high) has tier ranks 1-9 viable
1 fox
2 falco
3 shiek
4 peach
5 captain falcon
6 marth
7 ice climbers but only if both are alive
8 jigglypuff
9 dr mario
a (mid) has tier ranks 10-13 semi viable
10 pikachu
11 luigi
12 samus
13 zelda and shiek played together
b (upper low) has tier ranks 14-17 situationally viable
14 ganondorf
15 mario
16 donkey kong
17 zelda
c (lower low) has tier ranks 18-23 semi situationally viable
18 young link
19 link
20 yoshi
21 roy
22 ness
23 ice climbers if only one of them is alive
f (bottom) has tier ranks 24-28 nonviable
24 mr game and watch
25 pichu
26 mewtwo
27 bowser
28 kirby
n (negligible) these characters were not in the game due to time constraints
lucas is between ness and roy in the c tier
solid snake is between ganondorf and mario in the b tier
let me know if you think this tier list is accurate
the f tier is the way it is due to characters occupying the bottom slot

Well if you're making it based on tournament viable....G&W, Mewtwo, and Kirby all have more actual results in bracket than Ness, Pichu, Bowser, and Roy. Roy is probably the only one out of that bunch that I feel just doesn't have a strong enough rep to account potential he has, so he's correct where he's at on the current tier list.

And putting G&W in the nonviable section is a bit ridiculous. I don't even like the character but it's quite obvious that his move-set alone is FAR more capable than Ness, Bowser, Mewtwo, Pichu, and SoPo.

Have you at least tried each of the characters?

Do you have a formula to objectively measure tournament viability, or the closest thing to it?

yeah i calculated the bottom tier as at at least some point being at the absolute bottom of the tier list official ones only in other words if a character has at some point occupied the bottom slot you are automatically in the bottom tier game and watch is there because of melee's 2nd tier list pichu mewtwo and bowser most consistently occupying the bottom slot and kirby the current absolute bottom as for the c tier it has to do with average rank and current rank ness having a 16 roy having a 15.5 yoshi having a 15.25 link having a 15 young link having a 14.75 the b tier is calculated based on current and initial values zelda 14 and 19 donkey kong 11 and 17 mario 5 and 14 ganondorf at 6 and 12 the a tier is based solely on returns the n tier is due to being cut from the game the ice climbers score is high 6 when using them as a pair and 24 when using only 1 of them lastly the rest of the s tier is based on average position so yes i did do some math for this its just not obvious math

i know it sounds ridiculous putting game and watch in the f tier but he was at some point considered the worst character in the game whereas ness roy yoshi and the links have not game and watch has always been in the bottom 6 so take his highest rank into account too he has few defensive attributes and since he's the final hidden character is obviously rushed without a defensive game he's not the worst and not the worst in my opinion if it were my opinion game and watch would be in a higher tier and yes i have used every character i just call it as i see it on the official tier lists and lastly what is sopo
