How True is the Consecutive Hits Counter in Training Mode?

I've always wondered about how "true" the consecutive hits counter is in training mode. Can an attack connect while an opponent is in hitstun, but not register as a combo?

Also, is all non-tumble/knockdown hitstun cancellable upon landing? I know if Fox shines an airborne opponent they will land and no longer be in hitstun, does this effect apply to all attacks which hit opponents without causing a knockdown?

It allows 1 frame of leeway as Frootloop said.

I think it's just Fox's shine. Falco's dair in low % pillar combos doesn't knock people over, but they're definitely in stun. lol
