How to use texture hacks...?

Hey guys so I have been using the 20XX Hack Pack, which has been cool. But I want to modify a melee iso with more character and stage hacks and such... except I haven't been able to find an easy to follow guide to do this. Anyone care to explain this in an easy to follow manner?

The only person who can do more than moving platforms around and changing textures in stages is Milun, and he doesn't do Melee stuff anymore.
