How to set up a melee tournament tech?

How do I have a CRT for the players that is simultaneously on the projector like they do at most tournaments? Do I need to stream it on twitch then out put from a computer to the projector? Thanks for any tips!

There are many ways to do this. You can use a distribution amplifier to output the video signal directly to the projector. If you are using sub-par 480i signals like composite it will probably be a better idea to connect the projector to the computer that does the streaming / recording and output the OBS preview to the projector. This will give you pre-encode video, which is much better than post-encode video like you’d get with your solution (re-download the footage from Twitch, which would also introduce a delay of approximately 20 seconds).
