How to practice fundamentals by yourself?

So I'm a relatively new player, only about a year playing at a competitive level, which all things considered, isn't that long. I play Falco, and practicing techskill is pretty easy, since I have 20XX. However, one part of my game that I really struggle with is neutral game, approaching, predicting/reacting to my opponent, and just basic decision making. Is there any good way to practice these skills by myself? Or would I have to rely on my friends and going to smashfests?

Playing (other) fighting games online can help improve the neutral game. Street Fighter might have the greatest overlap in skill with Smash games. That's the most basic traditional fighting game out there and the online scene is active. It's very heavily focused on the neutral game which helps teach prediction really well. You've got to know what you're opponent's doing so you can do the thing that counters it

Just keep practicing. If you're worried about neutral specifically, learn falco's laser game, his dash dance, and especially his dair and nair approaches. Smash ladder is a great resource to get in practice by yourself without having to leave your house, or having the stress of going 0-2 in bracket. Overall, practice makes perfect

Try playing For Glory in Smash 4. The knowledge of playing a human opponent translated really well to Melee for me, I think it'll work for others too.

Only problem here is my computer is nowhere near good enough to run dolphin and I'm an absolute scrub at Smash 4

That means you'll improve very quickly at Smash 4. Players learn at their fastest rate early because there's everything for them to learn
