How to make a custom character use Fox's Laser to fire Pokeballs?

I saw a video on youtube that had Fox's standard B Blaster modified to fire other objects, such as Pokeballs only containing Staryus and Enteis, and Pokeballs containing assorted Pokemon. I'm making a custom character, and I'd like him to have that move. My game is ready, how can I code this?
