How to make a character able to act out of a special early

I'm relatively new to hacking and wanted to create an ike mod that allowed him to do act out of side b at any point in the dash, even if that means another side special. I'm not entirely sure how to do this and would like some help doing so. Any help you could give is very appreciated.

similar to how brawl minus fox is
