Judging by the way you've worded your post, I assume you've fallen victim or saw someone fall victim to it. What you should've noticed is the slightly larger pause between quick attacks. That's because the Pikachu was using an advanced technique called the Quick Attack Cancel to do the Quick Attack Lock on an unlucky player.
