how to bomb recover with toon link?

I can do it with link but when i try with tl i can never hit it with my up b. am i missing something?

Are you AGTing? If you AGT you shouldn't miss it. Also timing has alot to do with it, I believe it's different between Tink and Link.

ya i airdodge up throw the bomb and upb but i miss it

Ok, then it must be the timing. What I recommend is going to peaches castle go to the top and do it.

Because what should happen is (if you do this correctly) you should hit the bomb then activate the star KO. That's how you know you did it correctly. Just keep practicing it you'll eventually get it.
