A decent fox will kill you for 'just sitting in shield'. Shield is decent in neutral vs chars with no kill throw, but just sitting in it wont do anything for you, especially with m2's mediocre grab range vs fox's amazing autocancels and generally safe aerials.

That said, m2 is tough for fox as well, not a bad MU by any means for m2. That honor currently goes to Diddy, but many (myself included) think that will change with more campy play
