Couldn´t they just replace Bowser and Wario final smash and use Giga and Warioman as porting clones. And what about the missing files, pra_mai,? Toon Zelda? etc...

Biggest issue is the actual slots it covers. Giga and Warioman don't have dedicated slots.

I am by no means a coder or hacker or genius, (so i don't know how difficult it is) but can this issue be resolved with enough time and effort put into it?

Once again i have no idea how the stuff even works

It's the matter of forcing the game to not only recognize a new character slot, but have designated SFX and exclusive articles where needed. Some parts are doable like putting data in one of the unfinished slots, but I don't think there's any known way at all to expand the smashbros_sound.brsar file nor add brand new articles to the common_3.pac (or 5? It's where things like Link's bombs or Diddy's bananas are stored). Both of those files are extremely picky with going over the file size limit or overly modifying them in any way.
