How exactly do stale moves work?

I don't remember the number; I think it's 9 or 11, but what I'm curious is does every "hit" count as part of the stale queue? For example:

1: (Grab) Pummel - Pummel - Pummel - Back Throw - Jab 1 - Jab 2 - Jab 3 = 7 counts?
2: How about multi-hit moves? ZSS F-air > first hit lands > second hit lands = 2 counts?
3.
How about moved that are shielded? Mario F-Smash > (Is shielded) = 0 counts?

I'm not sure but as far as I'm concerned there are 10 stale spots and each hit that hits (lol) takes place on it..

Which means that 1 would indeed be 7, each hit of a multi-one takes one spot and shield moves are 0.

Going from this, it all depends how many times you've used the move and how recently you've used it. Using a move 10 consecutive times will reduce its power to less than half the normal strength (0.46 times the normal power).

I don't think much testing has been done on it in Smash 4 yet, though, which might be worthwhile.
