How does ZSS whip work with edge guarding?

Assuming this works for all characters with the ability to tether, with the new edge mechanics, im not sure how this works. When you grab the edge with the whip, does it make you fall off it automatically when the opponent tries to grab the edge? Or does it pop them off?

It will grab on whether your opponent is on the ledge or not. If your opponent is about to grab the ledge you can hesitate to go up once tethered and knock him off the ledge right when he grabs it.

Edit: The tether itself does not knock the opponent off the ledge.
