How does 3.5 affect everything in general?

Did anyone really benefit from this or was everyone pretty much nerfed? From what I read most were nerfed in someway so do most of the matchups stay the same?

Ice climbers and Ganon seem to be the only ones with legitimate buffs. Every character was tweaked in some way so matchups will not stay as they have.

Could you Sum up IC's Buffs?
I want to be able to use them, but I still can't get passed the weird more-delayed movement of Nana compared to Brawl and Melee. Makes DeSyncing very awkward and Project M is so far the only version I can't get it to work for me :((
