How do you edit the Basic Attacks (A button) ?

I've found exhausting amounts of info on moveset editing even the list that gives references to all the actions but PSA only lists 112-120. While I'm looking to edit 026 in my first instance. Do I have to hex edit? I'm really trying to fix what I think are two simple things. Megaman's buster shoots a bit slow but more importantly his crash bomb seems to take 8 sec to explode while in smash 4 videos it seems closer to 4. I don't know if this will fix Megaman as to me he seems almost unplayable because he attacks so slow in comparison to videos I've seen but it may and I'm hopeful.

Why does no one reply to my posts it seems to be knowledge someone has after all they made the megaman movest in the first place!

You don't need to hex to change psa related things.

Thanks I figured I didn't but nothing talks about modify default attacks! Rather then just telling me I don't need to hex edit since you obviously know a better way could you give me suggestions or links to where will have the info I'm looking for? I'm starting to feel like this forum doesn't care about helping new users to get into the Smash hacks world which is highly disappointing! I really didn't deserve a comment like that!
