How do you add stages to Brawl?

i have ocarina cheat manager but theres no good guide online that tells how to do this.

I want to do something similar. I want to import the TEST debug stage from Melee to Brawl. I found what appears to be either a conversion or a stage hack that worked on Brawl (don't know if it works or is of quality) but don't know how to inject it into the game's disk image or otherwise make the game aware of its existence. Disk image editors won't read the ISO (unrecognized format) and Dolphin apparently can't do it. Also, in WiiScrubber, I get an "io_seek" error followed by WiiScrubber not doing anything.
