How do you actually make modded stages?

Like, not just a hacked stage builder, but modded stages with the same quality as real stages. Is there a special program for it? If not, what programs do you use to make them?

you are in the wrong forum then. Go to the customization forum. I don't mod so I wouldn't know, I just think the do some wizzardy crap with a game design program, or just rewrite code from the files, thats what I think the pmdt did. THIS POST IS NOT VERY ACCURATE. DO NOT TAKE MY WORD AS TRUTH

there is a lot to learn.
I' recommend fist learning how to retexture a stage.
Then moving onto importing things from other stages into one. and retexturing those models.

After that it goes down to individual things like modelling, animating, etc.
