How do I put custom skins on a netplay build (3.5 Anthers Ladder)

So uh, I found this really sick skin of Tink as young link, and looked up a tutorial on how to install it. All the instructions are for the Wii version, and 3.0. The only 3.5 versions I could find were for a build of 3.5 I didn't have (Gecko n stuff).
I downloaded Project M like http://www.smashladder.com/help/windows
Anyone know how to put in custom content in this sort of build?
