How do I get seperate CSS's for each pokmon? (Pokemon trainer pokemon)

I saw this on a video a while back, where all pokemon are seperately selectable as one character.
When you select them, you can't change to the other ones with Down+B, or when you die. Also, I'm on PAL.
Can someone please tell me how to do this? Here's where i've seen it:

I don't think this has been ported yet to us Pal users I am afraid.
