How do I create a .pac file for a character that only comes with .pcs file?

I was told simply go through Brawl Box to do it, but all I can think of is reverting the .pcs file into a .pac file with the "Save as" button in Brawl Box. I know you only need it for transforming characters as I found out the hard way when "Tifa" ZS Samus tried to change back into "Iron Man" Samus (Looks awesome ingame BTW!) in battle. I had made a .pac of Iron Man since the Download did not come with one using the method described at the beggining and I cant find any tutorials explaining how to create one either.
Help please?:) I am sure I am not the only one struggling with this seemingly easy task...

I am trying to create a .pac file instead of a .pcs file. Although I can easily make a .pac by saving the .pcs as a .pac, they are both the same size (I've noticed that most of the characters come with both files and that they are totally different sizes) and they do not work together. I have absolutely no problem injecting a .pcs replacement on a character. It's those transforming characters that freeze the game because they lack the .pac file (Samus, Zelda, Pokemon Trainer, etc). I am not trying to create a .pcs, I am trying to make a PROPER .pac file.
BTW, I did try your method just now as its one of the few things I did not try. Didnt work. :(
For an example of my problem, I've put "ironman" in place of one of the Normal Samus's slots. No prob, he works perfectly. Grab a smash ball and I transform into "Tifa" ZS Samus. Again no prob, seeing as she has a proper .pac file (Though why Tifa hijacked Tony's armor is beyond me...). Now the problem part: I grab another Smash ball, she does her Morphing time thing, and BAM! Frozen solid. This is why Ironman needs a .pac file, as it stores the data for changing characters mid match somehow.
TLDR: All I am asking for are the steps to make a proper .pac file for a .pcs. I really dont want to give up Iron Man...

Before saving a .pcs file as a .pac file, you first need to change the compression setting from LZ77 to None. Once you've done that, just save the file with the .pac file extension.

What I usually do if I only have a PCS save as Archive Pair so I get proper working PAC and PCS files. I didn't know there was actually a way to turn compression off. Now I know what causes it!
