I'm uhh... not too certain what you are saying but... you replace victory themes the same way you replace any other songs in project m.

Z06 - Kirby Series
Z07 - Star Fox Series
Z08 - Pokémon Series

Z22 - Meta Knight

What are you referring to? That list contains ids, you just rename the brstm to match the corresponding ID.
