How could they make Jigglypuff accessible to new players without making Jiggz OP or UP?

now, my suggestion is that they could give rest a slightly longer range or having sing propel Jiggz or...

Basically, like Jiggz, but less powerful, but with a longer range. but i feel this is highly unlikely so i think the best idea of all, is giving Jiggz less lag.

They don't. Jigglypuff is a complex character that takes skill and patience to properly play. It's been that way since 64, and I see no reason to change it.
