How can I add Character movesets to Character slots in project M?

You can overwrite the original moveset by copying a downloaded Fit<fighter>.pac file to the appropriate subfolder of the /fighter/ folder.
If you mean "in addition to the original", you can try using something like Project Ex to add clones of the original character (not all characters are supported yet).
Make sure the moveset you're using is designed for Project M, or it may not work, or work incorrectly.

if you mean for a different costume to have a different moveset you have to edit PSA's yourself.
