Hosting a tournament. Character Selection..

So I plan on having a tournament ongst a bunch of my friends. But I know if the two people that I know go head to head, the game wouldn't start. They like to counterpick other players. So if it funnels it down to a never ending series, how do I settle this? I believe counterpicks should only happen if the lose loses first game and the lose gets to pick a different character and the winner has to stick with what he won. Correct me if I'm wrong doe.

The way characters and stages work is:
Game 1: Characters are picked, then stage. If the players can't agree on characters, then they can call for a double-blind pick (where both players choose without knowing which character the other has chosen; by writing their choice down, telling an impartial 3rd party, or some other method).
Game >1: winner bans stage (best-of-3 only), loser picks stage, winner picks character, loser picks character.

I think the best way to get them into game 1 would be to force them into a double blind where they both tell an honest third party and that third party picks the character they were told.

Then after Game 1 then counter picking goes...

1. Winner bans a stage (if set is best 2 of 3)
2. Loser picks a stage
3. Loser picks their character
4. Winner picks their character

Rpt steps after every game of the set

Your choice if youre the to if you have Dave's Stupid rule where a player cannot pick a stage they most recently won on
