I pressed down c (on c-stick) while running, it appeared that ness kind of ran while using the yo-yo, he stepped, and used the yo yo at the same time.

You sure that was the dsmash? I tried this and I couldnt get it to work, but its easily done with the usmash. When exactly did you dsmash? The starting dash? Mid dash? Skidding?

It works if you run/slow run/walk, not dashing (full speed). You can do tilts and smashes anytime you're running/slow running/walking.
