Hi Mega1256! Welcome to the boards.
Pikachu can approach effectively by:
1: Firing off a thunder jolt and following it into an attack or grab.
2: A short hop f-air.
3: A short hop auto-cancelled d-air.
4: Tomahawks or simple dash grabs.
5: Using Quick Attack to zip near your opponent.
Additionally, Pikachu can choose to zone a lot of characters out with his thunder jolt projectile and force them to approach you. This is often preferable.
