I downloaded libertyernie's stage expansion mod, and had no problems installing that. I've started replacing all of the training rooms with stages I've downloaded, with only a few minor bugs.
My main problem is the default music is set for these weird songs I'm not big on. How do I change those?

I know it has something to do with the .rel files, and if I can edit those I can put .brstm files in the music folder and have it play that I THINK, correct me if I'm wrong.

Replace the tracks listed for each stage (the top panel on each table). T05 Peach's Castle (Super Smash Bros.) would coincide with STGCUSTOM01 for example.

If that's what you did already, make sure you installed the pack properly. REL files have no effect on music to my knowledge.

Are you sure? The one I sent you is for 3.5, it's been updated.

Yeah. I'm not quite sure why that happened.
I'm fairly confident I installed it correctly. I've been replacing the training rooms with stages and playing on them just fine.

The songs you listed are the vanilla Brawl soundtracks. What you have to do is replace those tracks with ones that match the stages you're adding. To do this, find a nice track off of the Vault or elsewhere, make sure it's in bstrm file format, rename it to the soundtrack ID (ex: A06), then put it in the pf>sound>strm folder. Make sure that if there's ever a file the same name, never replace. Instead, delete the one that you don't want and put in the desired one. Also, this is a lot easier to do with the Brawl Managers.
