HELP! PLEASE BRAWL MINUS PAL!

OK so I found BRAWL MINUS 2.1.1 for my pal game and it dose not tell me how to load it can someone help please!

My exprience from modding Brawl and being a PAL user. I have learned that the packs like Project M or Brawl Minus, they use files that do not work with the PAL version. I have no idea why, but the only option that I know of would be to get an NTSC Wii and an NTSC copy of Brawl.
