Help Modyfiying Mechanics

How do I modify mechanics such as a weight of a character, speed, etc.
I know this is possible in Dolphin but is there another way?
Can BrawlBox do this using the main character .pac files?

You'll need PSA (Project Smash Attacks) to edit character attributes.
If you open a character's main file in PSA, then you should see an easily editable attributes tab.
I should also mention that PSA is the main tool modders use to make character moveset changes.
That's pretty much all I know about it.
