I'll try and be brief, don't take it as rudeness:

Pros:

You do fair to good work with the PK Thunder. Try and keep it tighter on you, follow your opponent, or keep it close to the ground to cancel it effectively as the situation requires.

Excellent timing and spacing. Excluding your indulgence to overuse Up Smash you have nice timing with your SHFAir and FSmash. Work on your spacing when using PK Fire, you don't seem to like the move too much. Learn to love it, it is your workhorse.

Cons:

Needs moar Neutral Air. Jump in and Neutral Air like your life depends on it, follow up from there (more NAir, an UAir to finish the job, or FAir to give yourself some breathing room).

Don't spam Up Smash. Up Smash should be your killing move. Using a smash attack repeatedly diminishes its knockback and damage. Also, Up Smash is the worst to spam because it leaves you HORRIBLY wide open. On the other hand; your friend plays TL, when you know he's going to go for the DAir quickly do an uncharged Up Smash, it'll catch him and probably kill him.

DO spam PK Fire more. Learn the timing to PK Fire TL right in the forehead, he'll stop throwing that ridiculous boomerang. On that note, you picked the best counter (that I'm aware of) for Lucas. All of Lucas' projectiles can be stopped by all of TL's. TL's moves also come out faster and have slightly less lag.

Misc:

From the ground, face away from him jump backward and BAir, you'll stomp his lights out, or at least clank with his move. Adjust your spacing and timing to try and hit with the tail end of the move (which spikes) to set up for a follow-up, or with the middle of the move to send them flying horizontally.

S'all I got for now.

Don't use Dair while coming down on your opponent because it will cancel on the ground with lots of lag. Use it while going upward instead. Get close, full hop, Dair or double jump Dair so that you'll get all hits with it. Short hop Dair doesn't work on most characters very well. Use Forward Tilt more especially instead of your dash attack. Lucas's dash attack is slow, punishable and doesn't have great damage or knockback. Forward tilt is very fast, has good range, good knockback and has a chance of tripping as well. I would be hesitant to pk fire spam against a toon link player just because he has superior projectiles but I think it probably depends on the situation. Nairs are always great as stated. If you're using PKT1 to go after the opponent, don't send it in a straight line path because it's really easy to avoid if they're paying attention. I find that if I loop it just as I'm about to reach them it will almost always hit with atleast the tail which leaves enough stun to bring the head around to hit them. Hope some of that helps.
