Smash 3DS help getting flat zone 2?

today I unlocked mr game and watch on super smash bros 3ds and i read on the internet that if you unlock him then flat zone two comes with him but it is not showing up on the stage selection screen for some reason.
has anyone had this problem too? or is it unlocked a different way?

You have to unlock the entire first page of the achievements to unlock that stage. Yes, it's silly.

Anyone know where exactly you find 'unique custom outfits'? I certainly have more than three mii outfits, yet the challenge hasnt been unlocked.
