Help Editing Item Spawn Frequency?

I've been trying to edit the frequency for items on Project M and I just can't get it to work. I've tried editing ItmCommonGen.pac, taken from Brawl's files, and common3.pac (both in Table[0], Group[9]). Any help?

Quick update: I've found that each stage has its own file for item generation, ItmMelee###Gen, and has it's own item frequency table. Changing that does affect what items spawn, which is good, but I would have to change every stage .pac to the settings I want. I thought the item generation files in common3.pac would control all the stages, but I don't think it does. What does it do and how can I make it affect all stages, am I missing something?
