GW uair refreshing question

Hey, I had a question about GAW's uair.

I keep seeing on the forums that GAW's uair "refreshes". Does it simply mean that using uair adds to the refreshing list thing, or does it completely refresh your moves?? I was wondering if someone could go a little more indepth about this as I am still a little confused (I've read a bunch of the stickies and whatnot). Sorry if this is a noob question, but I'm dying to know the answer.

Use uair 10 times and it refreshes your smash attks to thier prime damage.
Spamming any attk 10 times also refreshes smash attks but losing uairs dmg is best.

You dont have to make a new account and a new thread to ask this, you could simply ask on one of the stickied threads.
