As far as TAS applies to Melee it is for entertainment/ theory crafting only. I'm imagining you are thinking a TAS is like a perfect computer that can play at extremely high levels: always knows how to punish, survive, play neutral, etc. but that doesn't exist. I can expand on this or you could look up what a TAS does, but the short answer is that it is impossible (or impractical at least).
