Gon with the Wind

Gon is from the manga with the same name. He has a game on NES, appeared on the PS1 version of Tekken 3, and most recently had a 3DS game. Now, I know what you're thinking. "Putting Gon in justifies Goku and Naruto." If you're thinking that, stop. Gon is viable because the creator of all his games have been Namco. DB and Naruto can't say the same.

Gon's Moveset:
Neutral Special: Fireball- Shoots a fireball, goes forward instead of bouncing. 6%
Side Special: Head Slam- Gon charges forward with his near-indestructible skull. If it connects, he throws the enemy up. 14%
Up Special: Flight Attempt- Gon flaps his arms in an attempt to fly, and gets some air as a result. No damage.
Down Special: Toxic Fart- Gon turns his ass towards his enemy and lets one rip. It does damage, and after the attack it continues to linger. 10% initial, 4% linger.

Final Smash: Still working on it.

It doesnt matter whether namco created it or not, if they did not start in a video game, they are not allowed to be in smash

Yeah.. know it's a long shot, but he was in Tekken 3 so I thought it could work. Then again, Sakurai's a lot stricter.
