Many of the above. You forgot:
- shield is too small
- weak punish game

On top of all these big flaws, he doesn't even have much to work with. He's got a few good moves like his down-tilt and nair, but his moves are overall a bit slow, and don't pack a particularly strong punch. He's sub-par or terrible at basically everything.

Yo add that pitiful excuse of a shield. He's got acceptable moves in the neutral and that's about it. Basically what SAUS said.

If it were up there, the lack of shield hurts him the most.

Even though Jiggs' shield is small, G&W has literally the worst shield in the game. Pikachu's shield is slightly smaller, but that's because Pikachu is a smaller character, so the shield-to-character ratio is better for Pikachu than G&W.
