getting outranged

very big problem for me with mega man is when I face the Links Samus Snake bowser Jr etc its being camped by there projectiles being that some outrage mine making it so I cant pester them with pellets

Any tips on how to handle this and adapt

I can't say about most of those characters, but against Link, you can easily block arrows and boomerang with a single pellet. I don't know exactly how he could be a problem.

I enjoy both Link as my main and Mega Man as a secondary.
Pellets make a helluva wall.
Metal Blade stops most projectiles in general.
Leaf Shield not only stops Link's projectiles, but they penetrate them and keep sailing at Link.

You can approach safer with pellets and holding a metal blade - just be ready to back jump while firing pellets too to control your spacing if you need.
Dodge and weave while firing and you can confuse most campers.
A good Mega Man is a pain in the butt to fight as Link.
