Gameconfig.txt not there

I'm a new player wishing to play Project M on my Wii, but time after time I press "Play" on the Launcher, end up back at the Wii home menu, and when I start up Brawl again nothing's changed.
After reading around I noticed that there needs to be a "gameconfig.txt" needs to be in the root of the SD card. Trouble is... It doesn't seem to exist. (I'm doing hackless Full Set version) It didn't download and I have no idea where to find it.

Edit: While I don't plan on using it, I downloaded the Hackless Wi-Fi set and found the gameconfig.txt to be there. Is it the same as the Full set gameconfig.txt?

Yes, you can use the gameconfig.txt from either version.

I thought so, so I tried that. I still go back to the Wii menu, though I opted not to update to 3.02 beforehand. Is that the issue now?

Edit: Updated and I still get booted to the Wii Menu
