I know you can get decent graphics if you use component cable on gamecube but like how is it like that HD when streamed. Is it a capture card or something?

Most of the time they use an emulator instead.

I thought used wiis or gamecubes. I wanna know beacuse i want to host a tournament in the furture. Do they relay inputs to an emulator so its clear?

Most of the time, they hook a Gamecube Controller Wii U Adapter up to a computer, as it has a USB port. Via software, it can be recognized as a game controller and therefore used in emulator.
