So I've been testing some things out...
Fot trotting seems to work for all characters. I've tried timing the speed between running and fox trotting across stages and there's no noticeable difference.
So...
1) No speed is lost during Fox trotting.
2) You cannot change directions while Fox trotting. Unless...
Here's the thing.
During the initial frames of a dash, you can dash dance, but it is only very very small. BUT with the dash dance, you can change directions of your dash, and thus change the direction of your Fox Trot.
And of course, you can also cancel the initial frames of a dash with an Up smash or Forward smash(I've tried tilts and Dsmash, either you can't do it or it's very hard). IIRC, that's pivoting, right? Also, as a side note, canceling a forward smash from a dash pushes you toward the direction you dashed. So technically, your forward smashes can get a bit more range.
I'm sure you could do this in melee, but the momentum/game engine slowed your dashes down. Plus, melee had wavedashing >_> Fortunately in brawl, Fox trots are not slowed down when you change direction.
I'll put up a vid when I can find my camera. The video should explain easier.
