From what I've seen, falco is better than fox at all but the highest level of play, because until consistent power-shield becomes common, laser pressure is incredibly difficult to deal with. In addition, his combos(pillaring) are easier to pull off than fox's waveshines. That said, at a top level of play fox is probably better due to consistent kills at low %, good gimp potential, and combos that are impossible to escape if executed correctly.

Very true but I think falco's only downfall is his ASS recovery. at high level play, most players don't **** up edge guards, This means that falco's bad recovery doesn't matter nearly as much since even fox will just get shut down when recovering,

Fox is a lot faster than Falco as well. If you can power shield, you should handle Falco fine.

Unless you're Falcon. In that case, even powershielding can't save you.

While Falco has insane combo ability and a slightly lower skill floor than Fox (the most technically demanding character in the game), Falco's mobilty and recovery are far worse than Fox's. Also, Fox has the best move in the game, shine. I made that argument before and someone said "Well Falco has a shine, too, har-har," Fox's is better.

IMO, a tier list is a ranking of each character based on their maximum potential. This means we assume the players can do everything possible so we are looking at how effective a character is, not how effective a character is in high-level play.

That being said, I would say Fox is superior. In response to pillaring, it can be escaped depending on many factors, so it can only be done for so long. Let's say a perfect Fox lands a shine on a Falco, unless at a very low percent with crouch canceling, Falco will get knocked down. A perfect Fox will have already taken the stock due to perfect tech chasing ability which can end with a shine spike if the positioning is there.

Some people believe a tier list is a ranking of each character based on how well they are currently played. While it's not bad to rank this way, I believe this sounds more like ranking players and their character compared to other players using their character. I believe we call this a tournament :D

Now if we are talking about in this day and age of skill for the top players, pillaring is more guaranteed I think... I'm not a pro player or anything, but how well are the top players good at power shielding? Can we call that practical? If so then Fox also will have that one up on Falco.

I just realized I have mainly been talking about Fox vs Falco matchup. Some people also like to rate tier lists based on how well all matchups are per character. If we do that then that's a bigger task. It's been a long time since I've seen any numbers, but the last time I checked, Falco generally does better than Fox in terms of matchups vs the other high tiers. Definitely correct me if I'm wrong though.

Falco has better pressuring on shield and with lasers, but people are getting good at powershielding and correctly using sdi on dair and shine. Fox can clip his wings extremely easiliy, but you just have to get around the pressure first.
